Preparing for membership in the European Union requires our country to approximate living standards and legal norms, as in EU countries, in particular in matters of openness of state institutions and enterprises to their society.
Taking into account the independent monitoring of the legality and predictability of felling of our forests, the NGO "ForestCom" applied to the specialized state enterprise "Forestry Innovation and Analytical Center", which administers the state database on logging in Ukraine with a request to allow authorized access to information on felling. , namely: to electronic forest maps, maps with reflected fellings, detailed description of felling flowers and detailed information on transportation of harvested wood on the company's website https://www.ukrforest.com.
The answer we receive means that the beginning of the military aggression of the Russian Federation on February 24, 2022 was the basis for the imposition of martial law, in connection with which it was decided to provide access to cartographic boundaries of forest departments, neighborhoods and other forest users, which were published on the website of SE “LIAC” https: //www.ukrforest .com on the basis of cartographic materials issued by the Ukrainian state project forest management association “Ukrderzhlisproekt”.
Regarding obtaining information on transportation of harvested timber, the public and those interested have open access to the information contained in the unified state system of electronic timber accounting on the official website of SE "LIAC" https://www.ukrforest.com and can check in real time legality of timber transportation, including by car number.
The answer states that access to all sections of the official website of LIAC https://www.ukrforest.com plans to restore after the end of martial law. But whose state secret cartographic information about the boundaries of forest allotments and other boundaries of forest users and the location of legal deforestation? On the contrary, this information is socially important. And concealing such information hinders independent monitoring and increases the spread of illegal logging.
