ForestCom's Remote Forest Monitoring Ongoing Efforts in the Carpathian Region

In the third quarter of 2024, our team of experts at NGO ForestCom conducted extensive satellite monitoring in the Carpathian region. We identified 137 areas where significant changes in forest cover had been detected.

Our primary objective is to combat illegal logging and timber trade in Ukraine, a strategic priority for our organization. To achieve this goal, we employ a two-pronged approach that includes satellite monitoring and on-site field visits to logging areas.

Project Support and Transparency

The "Combatting Illegal Logging in Ukraine" project is made possible through the generous support of the U.S. Forest Service International Programs. We strongly believe in transparency, and the results of our monitoring efforts are made readily accessible to the public, forest management authorities, and law enforcement agencies.

Areas with Changes in Forest Cover

During our third-quarter monitoring in 2024, we observed changes in forest cover in the following regions:

• Lviv Region: 72 areas

• Zakarpattya Region: 65 areas

Our Methodology

Our process for detecting illegal logging is rigorous and multi-faceted. It involves:

• Satellite Monitoring: Experts conduct semi-automated analysis of satellite imagery, comparing images from two consecutive years to identify areas with altered forest cover.

• Permit Verification: Subsequent analysis checks if logging permits are available for these areas through the online database of the State Enterprise "Forestry Innovative Research Centre."

• On-Site Field Surveys: If no permits are found, areas are selected for on-site verification through field surveys.

Promoting Legal Compliance

In the event of legal violations, we promptly notify law enforcement agencies or engage with forest users directly. Our goal is to address identified issues and advocate for improved forest management practices.
